Forbes went to the Royal Navy in July 1894. After serving as a noble breast at the Channel Fleet and on the Pacific, he returned to Great Britain as a cannon specialist. During the First World War he served on the battleship HMS Queen Elizabeth. He served with the ship during the Battle of Gallipoli and in the Dardanelles. In October 1915, Forbes returned to Great Britain and was appointed Flag Commander with Admiral John Jellicoe, Grand Commander Commander of the Grand Fleet. Forbes was involved in the Zeeslag at Jutland from the flagship of Jellicoe, the HMS Iron Duke. At the end of the war, Forbes had a number of posts on land, serving from October 1919 to March 1921 as a naval member of the Ammunition Committee and from August 1921 to June 1923 as Deputy Director of Staff College in Greenwich. Then he was appointed captain of the battleship HMS Queen Elizabeth.

In February 1932, Forbes was appointed Third Sea Lord and Controller of the Admiralty, a nomination that put him in charge of the material side of the service. In April 1934 he was appointed Deputy Commander of the Mediterranean Fleet under Admiral Roger Backhouse. On January 21, 1933, he was promoted to Admiral Admiral and Admiral on August 13, 1936.

Four years later, the highlight of Forbes's career came as he became Commander Commander of the Home Fleet, a nomination he held from April 1938 to December 1940. He was replaced by commander John Tovey. On May 8, 1940, he was promoted to Admiral of the Fleet. After that, he commanded the Portsmouth Navy Base and assisted in the preparation of the attack on Saint Nazaire (Operation Chariot) in March 1942.
