Structural vision


Structural vision in the Netherlands is the name of an official document in the spatial planning. Content and status

This document describes the vision of spatial policy for the entire municipality, province or other administrative area. In this, the competent authority tells, for example, where to build, where nature is preserved where the economic structure needs to be strengthened.

This structural vision has no legal status under the Spatial Planning Act. It is a self-binding and guiding document for the author, in which the regional plan areas (and major landing plans) are viewed in their mutual context. Before the entry into force of the current Act, spatial planning only makes the municipality a structural vision for its territory. An example is the Structural Vision of Amsterdam 2040. Since the province has lost its task of approving planned land use plans in the current Civil Planning Act, the province is looking for other policy instruments. Since then, the province has made structural vision for its territory: Provincial Spatial Structural Vision (PRSV). Sometimes inter-municipal or interprovincial structural vision is also made. An example is the Structural Vision of Randstad 2040.

The vision plays an important role in spatial development policy. Nevertheless, the vision remains a high abstract document in which spatial developments are only initiated and stimulated globally.
