Born in Mortara, in the province of Pavia, he worked as a lawyer and judge at Sezzadio. Fervent revolutionary, he participated in the motions of 1820-1821 in the Kingdom of Sardinia. Luzzi was among the revolutionaries who took possession of the citadel of Alexandria and formed a provisional government, also a member of the junta of Turin. When the motions were repressed in the blood, Fortunato Luzzi was sentenced to death in absentia. All the goods were confiscated, and Luzzi was killed in Newcastle, where he had fled to exile.
