Random imprisonment is a violation of universal human rights.
The prohibition is described in Article 9 of the Universal Declaration of Human Rights adopted on 10 December 1948 by the United Nations General Assembly. The article prohibits arrest, imprisonment and ban which has no proper legal basis or which has not been brought to justice.
The first campaigns that led the human rights organization Amnesty International was based on this article.
The Arbitrary Detention Working Group is a UN institution that deals with this issue.
