At the European Football Championship under 21 of 1980 (shortly: EC soccer -21), 25 teams participated. The tournament was held between 1978 and 1980, including the qualifying matches. There was no final tournament held in a country in this edition. The Netherlands did for the first time, just like Cyprus. "Irregularities" lost Turkey's first two games by 3-0. The winner of the tournament was the Soviet Union.
The 25 teams were divided into seven groups of three and one in four. The group winners continued to the quarter finals.
