The rhetoric is a legitimate measure whereby, in response to a violation of international law of another State, a State decides to withdraw that other State from granting him or deny facilities he had granted to him without to be held for that purpose. It is therefore an unfriendly act of a state in response to a breach of an international obligation. It comes down to a negative application of reciprocity, but by a legitimate act.
