Teodoro was probably the son of Manlio Teodoro and brother of Manlia Dedalia.

It is known that in 390 he had an administrative charge; Fifth Aurelio Simmaco wrote to him to ask him to help him in the preparations for his consulate.

He was Prefect of the Gothic Praetor between December 28, 396 (when his predecessor Ilario was certified in office) and December 18, 397 (when he is certified by Vincenzo. Numerous laws addressed to him indicate the second term as Prefect of the Pretoria of Italy between September 13, 408 and January 15, 409; Olimpio removed him, replacing him with Ceciliano.
