Jacques Ruts is a former chairman of PSV. He was in office from 1983 until 1993.
Ruts committed to a more business-oriented and commercial leadership within PSV. Rotterdammer Ruts found PSV too modest and worked on a turnaround in that club culture. The stadium was converted and received heating, television screens, entertainment and catering. Together with manager Kees Ploegsma, he led PSV to the European Summit. The crew of Ploegsma and Ruts was "rather two tops than four subtoppers." Some inbound transfers from Ruts time were Ruud Gullit, Søren Lerby, Ronaldo and Romario. With Ruts as president, PSV won the Europa Cup I in 1988, six country titles and three KNVB cups. Ruts is an honorary member of PSV. Also see
