A municipality is a group of residential areas (villages, cities) with the associated area, which is controlled by a political device. In most countries, the municipality is the lowest layer of political governance. The layers above the municipality are: Two municipalities had until 2014 municipalities in which the municipality was divided: Amsterdam and Rotterdam. The municipalities are administratively divided into parishes. These departments do not constitute a management team. Municipalities with more than 100,000 inhabitants may make district districts with their own elected council and board. Only the city of Antwerp makes use of this right, see district in Antwerp.
