Zoebr (Belarusian: ЗУБР) is a civil youth organization in Belarus in opposition to President Aleksandr Lukashenko. The organization received strategic inspiration from the Serbian student movement Otpor, which Slobodan Milošević reversed in Serbia in 2000, and from Gene Sharp's writings about non-violent action. Zoebr reached international fame in 2005 when the US Secretary of State Condoleezza Rice in Lithuania met with the leaders of the organization, reassuring their confinement on return.
