In 1877, Russia had defeated the Ottoman Empire in a war. The Russian troops were at the time of the Osanese surrender already at the town of San Stefano (now Yeşilköy), less than 30 kilometers from Istanbul.

An independent Bulgaria was created. This state and Romania would be both satellites of Russia, which would provide control over the Balkans in this way. Bulgaria would contain Macedonia and West Thrace in addition to the current country. Serbia, which had completely spiced with the Tsar, had to satisfy the city of Niš as a consolation prize.

The Austrians and Britons, however, were shocked at the prospect of the establishment of Russian power in the Balkans and in the Mediterranean. However, Germany met with the great powers, and from 13 June to 13 July 1878, a congress was held in Berlin, which led to a moderation of the Peace of San Stefano (Congress of Berlin). Bulgaria was shrunk, Serbia received the city of Pirot, Austria-Hungary and Great Britain were compensated with Bosnia and Cyprus, respectively. Turkey got back part of the lost area.
