The Royal Decree-Law (in Spanish Real Decree Ley) is an act of law adopted in Spain by the Council of Ministers and issued by the King in case of extraordinary and urgent necessity pursuant to art. 86 of the Constitution of the Kingdom of Spain, which requires the Parliament's lower chamber to validate in the next thirty days by the Congress of Deputies. Although it has the power of law, certain matters have been precluded: the ordering of the fundamental institutions of the state; rights, duties and freedoms of citizens laid down in Title I of the Constitution; the regime of autonomous communities and the general electoral right.
