Tobias "Toby" Ragg is an imaginary character appearing in numerous versions and adaptations by Sweeney Todd. In the novel, Tobias is locked in asylum after becoming mad after the discovery that Sweeney Todd, his employer, killed his clients.
In the musical of Stephen Sondheim, Toby is Pirelli's garzone and sells for him the "Pirelli's eloquent elixir for hair regrowth", a frown of urine and ink.
At the death of Pirelli, Toby is taken with him by Mrs. Lovett, who is helped by the boy in her meat pie shop. The boy becomes very close to Mrs. Lovett, who she considers as a mother.
