If an innocent train passenger spends a charge of plutonium, the UNACO will take action. This team soon discovers a conspiracy in which a dark arms trader and an extremely powerful businessman play a role. And then a terrifying discovery will be made.

On 1 March 1980, the UNACO (United Nations Anti-Crime Organization) is established secretly. The main objective was to "prevent and neutralize international criminal activities and / or arrest the persons or groups of persons involved".

One day in Linz, Austria, a robber was discovered with severe burns. The swimmer appears to have had radiation poisoning. Just before his death, he could say enough enough to find out that he was infected with plutonium IV. Unity Unit Three (Mike Graham, Sabrina Carver and C.W. Whitlock) of the UNACO takes action and searches. C.W. draws to Mainz (Germany) to investigate the nuclear reprocessing plant, which is most likely to originate from plutonium.
