Ortigas was born as son of Ignacio Ortigas, a sergeant in the Spanish army and Asuncion Barcinas. He studied Colegio de San Juan de Letran. Some of his fellow students were Manuel Quezon, Sergio Osmeña, Vicente Madrigal and Francisco Imperial. After completing his bachelor or doctor at Letran, he studied law at the University of Santo Tomas. His study could he pay by the money he earned through his work at the Don Jose Juan Ycazas law firm and the support of his brother Dr. Ignacio Ortigas. In 1896, he obtained his bachelor's degree and began a law firm with Rafael del Pan. However, because of the outbreak of the Philippine-American war, their office had to be closed again in 1898. Some time later, he was appointed by the US military governor to the Registrar of Deeds of the southern district of Manila. In 1902, a nomination for all of Manila was followed.
In 1904 he reopened a law firm with Rafael del Pan. Later, American Frederick Fisher joined them. Ortigas, Pan and Fisher Law Office has grown over the years to become a prominent law firm. In addition to his work as a lawyer, he also taught rights. He taught at the University of Santo Tomas and the University of the Philippines. Ortigas refused the position of president of the UP at any given time, but chose instead to take place in the board of directors.
Francisco Ortigas died on board ship President Coolidge on the effects of lung cancer. He had been treated to his disease in Rochester, Minnesota, and was on the way back to the Philippines. Source
