Francisco Montecillo Padilla (Cebu City, September 17, 1953) is a Philippine spiritual and diplomat of the Vatican.
Padilla was dedicated to the priest on 21 October 1976. On April 1, 2006, he was appointed apostolic nuntius for Papua New Guinea and the Solomon Islands. He was also appointed as titled archbishop of Nebbio; his bishop's ceremony took place on May 23, 2006. On 10 November 2011, Padilla was appointed a nuntius for Tanzania.
On April 5, 2016, the appointment of Padilla to Nuntius followed for Kuwait and apostolic delegate to the Arabian Peninsula. On April 26, 2016, he was also appointed nuntius for Bahrain and the United Arab Emirates. On July 30, 2016, he was also appointed nuntius for Yemen. On May 6, 2017, he was also appointed a nuntius for Qatar.
