Herman Franciscus Maria Baron van Voorst tot Voorst ('s-Gravenhage, August 2, 1886 - July 9, 1971) was appointed in February 1940 as Chief of the General Staff, under the Chief Commander of the Land and Sea Force, General Winkelman .

After capitulation, he, like his brother, was brought to Germany as a prisoner of war because he refused to say his word that he would not oppose the Germans. After the war he was a member of the First Chamber from 1946 to 1949 and from 1949 to 1961 a member of the Council of State. From 1946 to 1956 he was Chief Commander of the "Catholic Youth Movement Explorers", the Dutch Catholic Scouting Organization for Boys.
