Carlos Andrés Pérez Rodríguez (Rubio, October 27, 1922 - Miami, December 25, 2010), known as CAP and often called El Gocho (because of the Andean origin), was a Venezuelan politician.

Pérez was President of Venezuela from 1974 to 1979 and again from 1989 to 1993. His first presidency was known as the Saudi Arab period because of economic and social prosperity due to the enormous income from oil exports. But in his second term, the 80's economic crisis continued, and there were a series of social crises, a resurrection (called Caracazo) and two attempts at coup in 1992.

In May 1993, as the first Venezuelan president, Pérez was forced to resign by the Supreme Court in connection with the eclipse of 250 million bolivars that belonged to a fund the president could hold. After more than two years of house arrest, Pérez was again released in September 1996.
